The red ones are Krimzon Guards, the blue ones work for the underground (Torn). Yellow are in the palace. Like in real life, policemen and security guards dont wear the same suit.

I like how this game is totally different from jak 1. Jak 1 was fun but this game is a completely different feel.

Jak II made escort missions halfway enjoyable.

It's a disguise. The KG will grab any lurker they see and enslave him, but an averige long-eared Elton John shopkeep they leave alone.
