Yes it is a Heltir Track and I enjoy this album daily as it is a quite good gem of industrial.

Wow... What a unique piece! It sounds so different from so much of his work! Ofcourse he was known for his atypical styles... This is almost reminicent of freejazz kind of stuff... Spoken word, y'know?
