The subtitles you're seeing started happened about 15 years ago. A few shows added giant subs for punchlines of for comedians with heavy accents. Other shows started doing it and now you have to look past a lot of words to watch a show.

Yep, that's my dad in law. I managed to get a decent vocabulary. I can recognize a lot of kanji and my kana reading speed is . . . not so quick but passable. My ability to construct sentences is terrible so I'm taking classes for that. Real subtitles are coming soon.
