@MrBuch169169 I think he's trying to equate an asylum being somewhere full of mad people, who make such screaming noises as the one featured. Totally wide of the mark and cringingly inappropriate, as per usual.. But, that's all part of Alan Partridge's character. He does it a second time when mentioning the Corrs as being 3 little birds and how he'd like to prey on them and steal their eggs. LOL
