Campaign video for the Amendment bill to the prevention of Corruption(Andhra Pradesh) Act.
July 2009.

My dear friend,

Despite several anti-corruption laws and institutions, corruption seems to be the biggest problem plaguing India, which hinders progress and economic development. While every one seems to agree that corruption is at the root of Indias never-ending crisis, there is no agreement on how we should end it. We are not even sure if there is a genuine commitment from the top political leaders to uproot corruption.

The absence of any significant progress in the campaign against corruption begs the question of how deeply ingrained has corruption become in the nation's fabric? Is corruption now part of our national culture as pessimists suggest, or have we becomes corrupt because of circumstances?

While several of us think that there is absolutely nothing that can be done to combat corruption, I heard about the recent proposal by Loksatta party to introduce an amendment bill to the Prevention of Corruption (Andhra Pradesh) Act in the AP Legislative Assembly which gave me a glimmer of hope in the battle against corruption.

This new anti-corruption amendment bill if enacted as a law will place MLAs, MLCs, elected members of panchayats, municipalities, and municipal corporations as public servants and attract the provisions of the Prevention of Corruption Act. As per the Bill, an accused public servant has to prove his innocence in cases of disproportional assets. It provides for attachment and seizure of property during investigation and forfeiture of property when he or she is found guilty. The bill has provisions to integrate various authorities dealing with corruption and disciplinary proceedings. So this bill has teeth unlike the previous anti-corruption bills.

Corruption will not vanish if we just sit and complain. We have to stand up against corruption and support the Anti-corruption bill.

What can you and I, as ordinary citizens, do to help get this bill enacted as a law? Spread the word regarding this bill among your friends and family members. Call up your elected representatives (MLA, MP) and ask them to support the bill. Sign the online petition at www.anti-corruptionbill.info

Enough is enough. We have painfully tolerated corruption for so long. The time has now come to root it out from its roots.

Sincerely,
Chakradhar Karri
