or are we just talking about how overall at any time period blks just have the DNA makeup not to be productive.
there was never an outside influence that has manifested itself over generations.

was it during the reconstruction period when a good number of blks held office positions in congress in the late 1800's?
or was it in the better part of the 20th century when the primary battle was getting back the civil rights we had during the reconstruction period?

this is policy..let`s be serious ..US guv thinks they rule the world but i have doubt`s in that.. Economy means policy ..they force a country to leave in poorness even they have own resources..it is comanded
