Ya, I'm the one of the creators. Empire dont support 2 waving flags, just one ugly waving flag. So we decided to make the flags as static equipment files, to get 2 flags into a regiment. With this trick, we could make them 2 times bigger and of course we are more historical when the regiments have to flags.
Personely, I like the 2 static flags 100 times more, then this ugly waving one ;)
