gangs would continue to commit crime for money, but if you legalize marijuana that would remove much of their finance for power and guns. Most people don't want to touch those other drugs, and most of the time someone tries a new drug is because they were introduced to it because of their involvement in marijuana in the black market. New gangs constantly form because they sell marijuana and marijuana is quite popular.
