I can't answer you, I don't know enough about seaplanes and the vw engine to give you a right answer.

thanks, but besides the modifications, is the vw engine powerful enough to overcome the friction from the water?

I doubt it, ground to prop distance is very small, transforming it into a seaplane would make the propeller touch the water, (there maybe a risk in any case), and it's not very good for flying. Maybe with longer wheel legs, but not sure.
