I had that problem with a local CBS affiliate, I called DIRECTV about the problem, and within 2 days, it was fixed! All you have to do is just call them, they will listen.
You may want to see if the local signal isn't pixellating because of the local broadcaster multiplexing. Usually the MPEG4 channels on D* are flawless. I'm not saying they can't screw up, but generally, it works like it is supposed to.

It's just for few moments. I think its nothing to worry about it, it isn't all the time like that.
