While thugs run China unaccountably, China will remain more of a disintegrating empire than a developing country. There's no shortage of overly strict regulation in China, there's just a complete lack of any real law. Regulation can mean that the regulators remain unregulated while over-regulating others. Rule of law means the same law applied equally to everyone in China, with an independent judiciary, and with NO exceptions for rich or powerful people at the expense of everyone else.

That's because China is still a developing country, developing countries LACK strict regulation, don't think you know the Chinese governement better than the Chinese people do.

Tip of the iceberg, unfortunately. China lacks rule of law, so suffers a lawless system of power. It has extended far beyond its han demographic boundaries. China is therefore unstable. The current regime knows that, and resorts to these horrendous measures to prop up their broken system for as long as they can.
