House Minority Leader Tim Armstead (R-Kanawha) said he supported a bill that would update the state FOIA law , but wanted to amend it to make it more broad. The Armstead amendment would allow citizens to use FOIA to obtain internal memoranda and letters, require law enforcement agencies to release reports of investigations that end in criminal charges, and require agencies to file an explanation with the Secretary of State's office if they deny a FOIA. That explanation would be published in the state register.
