Among the same "NonGood" set as Z Gundam Hot Scramble, "Safety Rally" is designed to be an educational videogame about safe driving sponsored by the Yasuda Fire and Marine insurance Company. Also since I think I recall reading Sanrio's copyright on the cartridge art , I guess they're involved somehow. Don't quote me on that, though.
Unfortunately, the controls are so crappy that it may as well teach "Hey, kids, you wanna drive? Well, to heck with that. Driving sucjks, and so do you! Look at this! Look at you crashing your car! You're too dumb a driver to have a license! You're so pathetic! Look, you can't even turn! Hahahaha!"
... *cough cough* ... now I remember why I still don't have my license.

Anyway, yes, this is yet another one of those "Most expensive and rare Famicom games" things.
