In 2005 Gov. Carcieri proposed building a new state police headquarters on protected land in West Greenwich known as the Big River Management Area. Nearly three decades ago, the land was taken from its original owners by eminant domain with the promise that it would be used as a reservoir. Today, no such reservoir exists and the land was deemed protected as open space in 1993. Ultimately, the legislation to allow the building in Big River passed the Rhode Island State Senate, but was stopped in the House of Representatives.
