What happened to old ballast? Do they got crashed as trains went by or are they scooped up after a few year and reused or sold after washing?

I saw an NS train doing this back in the 90s. I like to watch M of W trains working as it gives you a perspective of how the railroad works. Looks like we're at South Lebanon Junction where the LB splits off. That line used to go to Sinks and on to Corbin, KY and was the first L&N line to have CTC installed.

They do that with radio controlled cars.
They were walking along on the other side of the train.
The ABCD on the sides of cars denotes the door to open.
The car number is keyed into the radio and each car has its own frequency.
The operator can unload each door inside the rail, outside the rail or both by choosing appropriately on the radio unit.
