This dance is called the RABUM TALIKIPAS ระบำ ตะลีกีปัส or fan dance, and is widely performed throughout the Muslim communities in Southern Thailand [and Malaysia] especially in [Thailand's] Patani province near the Malaysian border. The dance is usually performed during festivals or traditional celebrations. The music is a type of folk music influenced by Malay music and unique to southern Thailand [and Malaysia]. Dancers are dressed in sarongs commonly worn by women in southern Thailand and dance with colorful feather fans.

It supposed to be called as Tari Kipas, which means the Fan Dance in Malay.
This is a Malay culture. There are many Malays in Southern Thailand & they have a strong relationship with Malaysian Malays.
