The fish is perched on its pectoral fins by the edge of the hole. It keeps its tail low near the opening so that one of the shrimps can keep an antenna in contact with the tail.
The fish is the lookout...it watches for the approach of danger. The shrimp constantly excavates the hole that they all live in. The shrimp can't see approaching danger, but it has the fish to do that. The fish needs a place to hide, and the shrimp provide that.
At the slightest sign of danger, the fish will dive tail-first into the hole, like a shot.
I included the beginning part even though it's darker because you can see the entire fish perched there. A bit later, you can see one of the shrimp touching an antenna to the fish.
