The N64 cartridges didn't have the same space limitations that SNES and Genesis carts did. But of course they were still limited, and the N64 version of MKT is missing some things that are in the CD based versions of the same game (it adds other things, but they're still cutting corners).

Well cartridges have space limitations, and are expensive to produce, so when they had to cut characters (rather than sacrifice more of the graphics and sound), they decided to cut that one (any char could have been cut) based on who knows why...
But they could keep the palette swapped ninjas to save memory and it would SEEM like less was left out of the game, for the average player. N64 were bigger carts, and even more expensive, produced years later.
