See the meter in the upper right? When you graze ("BUZZ") with bullets that fills up. When it's full, you have two seconds of invulnerability. The color of the meter (ranging from blue to green to red) indicates how quickly it can fill. It's always red for the boss fights to compensate the mass amounts of bullets.
Additionally, as your "level" raises (number in the upper right) you gain new firepower between stages.
Anyway it's a great game, the most accessible version is on Dreamcast.
