Ripley is "right on" that it is ordinary people that have to do the bulk of the rescuing in a large scale disaster. First Responders are quickly overwhelmed, and can also be victims. To prepare to be a citizen rescuer, contact the local emergency management agency and take CERT training and become a CERT member. You may never use the knowledge and skills learned, but you will be prepared, and it could mean the difference between life and death for yourself or someone else.
