You should use G.I.M.P design suite, much better than paint, thats how I make all of mine for my page(s) Car Town Templates/II...

I know! It's kind of funny, personally I use GIMP.

Why Microsoft Paint ? Use more advanced painting softwares , you'd get a fancier template design by then. And more original art of yours.
In case any of you wonder how to open the template layout in other softwares than microsoft paint , just open it in microsoft paint first , then hit 'save as' , and save it as PNG or whatever image file you'd like , and then use that PNG file to work with in photoshop or corel or whatever you'd be using.
