The Energy, Utilities, Technology and Communications committee met today to discuss Sen. Kochs bill to remove Minnesotas moratorium on the building of new nuclear power plants. Senator Doll offered an amendment stating a new nuclear power plant could not be built in Minnesota unless the requesting utility shows: · The federal government has established a safe and permanent facility for the long-term storage of nuclear waste that is not located adjacent to the proposed plant; · There is a safe and reliable method to transport the plant's nuclear waste to the permanent storage site; · There is not a significant risk of construction cost overruns or the ratepayers would not be required to pay the overruns if they did occur; · There is a full consideration of the effects of the nuclear power plant on the local host communities; · The plant and the waste are protected from security threats; · Minnesota taxpayers will not need to pay for the plant through state taxes; and · The utility is fulfilling its requirements under the Renewable Energy Standard and Conservation Improvement Program. The amendment also ordered the Commissioner of Commerce to study the potential impact of the building of a nuclear power plant on the fulfillment of the Renewable Energy Standard and Conservation Improvement program, the cost and reliability of Minnesotas electricity, and the environment. The amendment also allowed the Public Utilities to hold public hearings on these issues upon the Commissioners request, and stated the Commissioner of Commerce would report to the legislature on other states nuclear activities. The amendment was adopted by the following 9-6 roll call vote: Yes: Anderson, Carlson, Dahle, Doll, Dibble, Olseen, Prettner-Solon, Rummel, Sheran No: Jungbauer, Koch, Rosen, Senjem, Sparks, Vandeveer Upon adoption of the amendment, Senator Koch tabled the bill.
