An official weather alarm was issued for the entire country by the Dutch meteorological institute (KNMI) on December 20, 2009, due to heavy snowfall (15--20 cm) in the west of the country which eventually expanded to the entire country.

In most cities, bus traffic was halted to a stop, and tram services were halted in all four major cities.

The largest train provider, NS, advised people not to travel by train, and maintained an altered and severely less-frequent time-table.

Drivers were advised not to travel by car, unless strictly necessary. Follow-up of this advice was large, as streets and highways were relatively quiet.
