Yes, although if you saved the right demons in your compendium you can pass the skills to nearly every demon.

You can still gain levels after 99, it just doesn't show you, but you do gain experience. I got the jack brothers to that levels with sacrificial fusion.

Oh yeah. Owning hard bosses with the mascots... I have a Lv99 Jack Frost in Persona 3 like that. Niflheim, Mabufudyne, Ice Boost, Ice Amp, Ice Break, Spell Master, Mind Charge, Drain Fire and all stats 99. HEE-HO!
