Yes it can. Some people have even mounted 2 on a bike although I have never tried biking with 2 dogs myself

worst idea i have ever seen in my entire life. i wonder how many people have tasted dirt thanks to this contraption. hold the damn leash with your hand your scrawny armed losers that way when your dog tries to bolt after a critter you have control over him and you dont eat shit.
