If Microsoft were smart, they should PUT this game on xbla, along with Sunset Riders, Bucky o Hare & player arcade version of X-MEN.

Microsoft has very little control over that, actually. It's a matter of whether or not Konami will license Turtles in Time to Ubisoft, who currently holds the TMNT video game license.
Similarly, Konami would have to make the choice to put Sunset Riders on XBLA, re-secure the Bucky O'Hare video game rights from Continuity Comics, and license the X-Men game to Activision, who currently holds the rights to all Marvel comic book video games.
But, otherwise, I fully agree!
