Exactly. The PIC showed in this video (in the protoboard) is being programmed. He is just receiving information, it isn't controlling anything. The computer uses its Serial Port to send the program code right into the PIC memory.
Sorry for answering so late.

i have the same pic, but different development board. i tried to use this software and it keeps giving me errors when i try to use it.. any thoughts on why it doesnt show up on the external device in the program? its plugged in and power is on, and i added it and installed it as hardware..
wat other software can i use for this pic?

You have to choose which Programmer you are using on ICPROG's settings. It doesn't "detect" your programmer, and you don't need to install it as hardware on Windows neither. Is your programmer really connected via serial cable? I guess icprog is suited just for this type of interface. Discover your programmer's name, and choose it in Settings > Hardware > Programmer. There's some help in the ic-prog page also.

You can't talk? A little explanation would help a lot.

Well, I thought the title and description would tell enough. Being short, the circuitry works as a PIC recorder. First, you place any PIC (16F628A) there (on the circuit), connects it with your computer via a Serial cable (you see it in the video - it's blue, I made it myself), and then you run the software (ic-prog). In this case I just pressed the "Verify" button. It checks if your circuit is correct and you really placed a PIC there. There's another button to insert code and data in the memory

Any doubt you have, you can ask here, by the way. That will certainly help other people.

Sorry, I didn't make the PCB design. It was made by Leon Heller. I don't know how it was made. I just have the JPEG image.
