@flicker0546 Yea in some cases Campuses are cities. I go to a University with 20,000 other people on Campus. The campus is so large that its considered a city in and of itself. It has its own Postal Area Code and everything and yes there are shops and restaurants on campus along with apartments. So in my case I live in a city within a city haha. We do have our own police department also.
