ROT gets a lot of use, but that doesn't mean it's right for YOUR photograph! Making a conscious effort to follow it will only screw you up.

@geonerd I never advocate going out and shooting with a ruler. However, placing your subject dead center in the frame is often the most boring way to shoot.
