The reason why they are wearing ballet attire is because this is purely for technique, if you didn't get that from the title of the video. They are probably checking lines and placement, therefore costumes would be impractical.

Because this is classical Chinese dance, not ballet. You can't use ballet's standard to judge something that is not a foutte.
