The name of the song is Kokia - Chouwa Oto (Sound of harmony). The numbers are the numerical equivalents of english letters (which is why she's singing them in english). 3 25 15 23 21 1 = cyouwa, which is another way of spelling chouwa which is the japanese word for harmony.
