You missed the part where he said he used XCOMUTIL. To my knowledge, that program fixes the "pay for mud" bug.

You do realize that you're adding 320k maintenance per year by dismantling that hangar? - It's because of a bug/feature that causes a square to charge you 80k in monthly maintenance if the facility built on it is dismantled, until you build something else on top.
