IMO, the biggest problem that the Flat Tax does not seem to address are the "black market" cash business. Huge amounts of cash are funneled into drugs, and Illegal Immigrant wages, and then sent out of the country. The Flat Tax would do nothing to recoup this lost revenue. Whereas, a NST could at least be modeled to bring some of that money back into the country.
