This is Wacky Wheels, an arcade racing game published by Apogee in 1994. It was funny, particularly the multi-player mode against friends :)

I Used to spend hours on this.. One time i decided to do multiple ties on the first, 2nd and 3rd place... the podium was full of animals.. 3 on the first spot, 3 on de 2nd and 2 on the 3rd place.. try it hehehehe

In every game as a kid I would try and drive out into the background hoping it would go into a city or something.. but now I can see I was just trying to drive into MS Paint pixels...
