I am guessing spring tension. The rotating arm is a spring. The direction of rotation always keeps it pressed against the bent wire. Just a guess. Really Cool sculpture!
How nice! I see: a white led, an iron tube, a flexible joint, I guess: a magnet towards tip to stick it to the path, a motor for constant rotation, a brush+ring (or coil to coil) system to power the led. Yet, it's really clever and one would need several days to come to a working device. More days for the artistic pleasure of yours. Nice job done, man!
its a spinning motor on the stick peice and its magnetic so it syicks

led could be powered by voltage on the 'path' wire and grounded by the spring/motor assembly.
