The government has the numbers to pass the bills -- but anywhere up to 27 senators will oppose the package. The opposition comes from across the spectrum: the Greens, the independents, the Nationals and at least a dozen Liberals will cross the floor or abstain at the final division. Independent Nick Xenophon is also opposed. He will be voting no to the bill. He's commissioned some new modelling which shows the ETS could be a significant drain on the budget.
