The system is now only wrong because they've been caught out. The systems that have been put there were put there by them and many others like them. Sad but true to say they many of OUR (not meaning belonging to us) representatives are liars corrupt cheats. Not extreme but true. The system will change in wording but the corrupt will no doubt find floors in it as they will ensure it benefits them.
