Yes, people were climbing the tower when we were there as well. In fact, you'll notice someone at the top at 1:46 into the video. I'm surprised that I did not have more people up in the tower in the video (there are in my still shots.)

There are a lots of thief and pick pocket there.

We were warned that Pisa as well as several other ports of call were full of pickpockets, but as far as I know no-one in our party were victim.
