I think they mean the general atmosphere - "feeling welcome" and being "encouraged". Compare for example to the German Wikipedia. Someone works for hours on a page, a couple of minutes later a rampant admin deems it insignificant and deletes it immediately, irrevocably and without discussion. That's not how you motivate people to edit and improve, and German WP is quickly dying because of this. Of course this is outside Wetpaint's influence and just something they request from the site admins.

How can then make it a site orientated on factual learning if people are allowed to write ridiculous things such as, "MY SISTER IS CALLED BOB SHE IS THE 132 TZAR OF RUSSIA" instead of describing what the actual royal line of Russia is?
