Your fuel tank is too low -- causing the engine to be too lean. These engines don't have much fuel-suction so raise the tank so that the fuel level is no more than 20mm lower than the fuel jets in the engine.
Tank is same level than engine. However, fuel line may be too long (1meter or 3 feet 3 inch) and cause too much drag to fuelline and make engine lean.
I have made tool to cut valves. It needs hardening and plunger to extract valve with supporting it. Otherways cut will bend and is useless.

I have make tool to make valves to both brauner and OS jet II. However not yet tested new valves.
