This happens all the time in Mexico. Also CFE stands for Comicion Federal de Electricidad in Spanish.

That looks like a line regulator that failed when bypassed or coming out of bypass..see the other videos of the incident.
And as for the firefighters, not much can be done when over 2,000 gallons of oil continues to burn. All they can do is keep it from spreading too far.
