He was definitely intending to tap it in but stubbed the putter head on the green, no way you would ever place the club head that close to the ball if you weren't intending to strike it. Penalty shot.

ive never seen a professional golfer or any golfer place his putter that close to the ball if he wasnt intending to tap it in, plus he was hot and on the move when he did it, which makes it even more likely he was commiting a stroke...woody you got away with one there buddy

Without a doubt is that a stroke. You can clearly see that he is just trying to stab it in but the club head sticks into the ground. Why would you stuff the club head into the back of the ball like that if you wernt trying to make contact? This guy is a prick and he doesnt deserve to be on the tour..

he defo stuck the putter in the ground....that was the mistake. you can clearly see because he is still moving forward as he put it down almost as if he was gonna fall over it but he recovered it and quickly tapped it in! STROKE

I think he went to tap it in and the putter got stuck (stuffed it) and he tapped it in. He simply got away with in full speed. looks obvious when you keep watching it. defo a stroke in my opinion.
