Charleston HALOS (Helping and Lending Outreach Support) provides resources and special opportunities to abused and neglected children and their caregivers, involved with Charleston Country Department of Social Services, through partnerships with faith-based and other community organizations.

Annual programs include:

- Back to School: Children involved with Charleston County Department of Social Services begin each school year excited, prepared and ready to learn through donations of new uniforms, school supplies and backpacks.


- Summer Camp: Donations and camp scholarships allow children to attend various summer camping programs that provide safe care throughout the summer and special opportunities that promote learning and healthy development. The average camp cost is $250.00 per child.


- Holiday Giving: Over 2000 abused and neglected children receive gifts and families receive support and assistance during the holiday season. These programs include Angel Tree and Adopt-a-Family.


- Birthday Salutes: children in foster care in Charleston County receive a special card and a $20 gift certificate or present to celebrate their birthdays.

Ongoing programs include:

- Critical Goods Program - HALOS receives requests from caseworkers on behalf of families for essential items, such as beds, cribs and bunkbeds. HALOS works in collaboration with the Harmony Project to offer a pick up service for donated goods and then delivers them to waiting families. Donations of beds and cribs often mean that children can remain with loving family members rather than enter an overburdened foster care system.

- Critical Goods Closet: HALOS maintains a "closet" on-site at the CCDSS that houses donated items necessary for immediate needs of children who enter into foster care. These include items such as overnight clothes, toiletries, baby items, books, school supplies, toys, and other essentials.

- Special Initiatives: HALOS conducts periodic campaigns to raise awareness of the need for specific items, such as beds and new car seats, among its Partner organizations and the general public.

- Kinship Care Resource and Support Program: Caregivers who are raising the children of their relatives are eligible for this program which offers referrals to community resources and support group interaction. Kinship Care targets families who are providing homes to children so that foster care is not required.
