Wikis can be invaluable in a disaster, because many people can contribute the small amounts of information they've observed, etc. An accurate picture quickly emerges, and can be invaluable not only to the people contributing, but also to officials, who need to monitor these disaster wikis. Even better, if they have an on-the-shelf wiki with basic disaster and/or terror attack response info pre-loaded, getting the wiki up and running during an actual disaster is streamlined.
