I find that if there is widespread depression, ranging from lack of interest through to visible misery, within an organisation, it is the policies of management and Human Resources that are responsible. If staff have policy forced on them with no consultation, feel that policy expresses a lack of trust or respect, or have seen other staff dealt with callously or unfairly, they're going to feel unimportant and impotent, they're going to feel that objection will be met with the same callousness.
