The black-and-white plumage, long legs, and straight bill identify this bird as a Black-necked Stilt. The brown on the back rules out an adult male leaving the possibility of a juvenile or an adult female. A juvenile would have buffy edges to the brown feathers and the feathers of this bird do not appear to have buffy edges, leading to the conclusion that this is an adult female.
