This is the second version of the pegasus cloth. The final version is actually the third one. I think the object mode of the final version does not show up in the anime because Shion applied the blood of Athena directly to the broken cloth wore by Seiya which was the second version at the time. Then the cloth was revived and became the final version on Seiya's body.
