@SuperAwesomeVideoGuy You can do it with multiple programs. I'm sure he either used sony vegas or after effects to do that. First he changed the resolution being shown, added a null object, set the null object to lightly move around with a parameter string, then linked the null object x and y position to the x and y position of the film. It's a really easy effect to do, although you must be aware that you will lose some of your field of view. (For not tech ppl, a smaller screen/ less resolution)
