To be clear, Nunes clearly does *not* justify any sort of bad language or bad behaviour here. In fact, he describes it as "inappropriate".
He does assert peoples' rights to use bad language, however. And when you listen to Joe Biden, Richard Trumka, Nancy Pelosi, and Jimmy Hoffa, among others, you get the distinct sense Democrats entirely approve of bad language.
But Nunes never "justifies" racist language in this video.

what has n-word to do with "totalitarian tactics" - oh right, we all remember the totalitarian states run by black american slaves, and not hundreds or thousands say these words but all of them tolerate them in their movement!

There were NO totalitarian tactics being used. He justifies it by saying when totalitarian tactics are used people will resort to making racist statements. Republicans were offered many opportunities to act in a bipartisan fashion, and they REFUSED. Even with refusal, Republican ideas were included in the bill. Votes were taken in both bodies of Congress. This is how democracy works. Just because you're side didn't win doesn't mean its totalitarian. What a joke.
