Peter Paul and Mary do a great version of this song but instead of coming to Ireland , it is coming to Louisville (KY), so as with many traditional Irish tunes that crossed the waters, the tune stayed the same but a familiar locale replaced the original

to answer the questions about its origin, its English!
The earliest version is thought to date from the time when Cromwell's army was in Western Ireland (1650's i think) . the original lyrics refer to an englishman, hence 'when i first came to ireland'.

actually, its English. It probably comes from the time when the English under Cromwell, were in Western Ireland, so some versions may even go back to the 1640's, but there are records of several versions in different parts of England from the 19th century. It refers a man from England, hence 'when i first came to Ireland' in the proper lyrics.
